Memorandum for Mr. Dunn

Subject: Matters relating to the Near Eastern and African Area for inclusion in the Final Protocol

There is outlined below my understanding of the final decisions reached with regard to the five items on the agenda which relate to the Near Eastern and African Area:

1. Tangier. It was agreed that the Zone of Tangier, which includes the City of Tangier and adjacent area, should remain international. It was further agreed that the U. S., U. K., U. S. S. R. and France should send representatives to Paris in the near future to work out an appropriate status of this international zone.3
