- Although Russell did not sign the Subcommittee’s report (document No. 1015, post), he apparently was present during its preparation. Cf. the following passage in telegram No. Victory 462 of August 1 from Cooke to the Navy Department (Department of the Army files): “A tripartite subcommittee with myself and Mr Russell of the State Department as US members have submitted a report for consideration by the Tripartite Conference in plenary session … this afternoon.”↩
