Memorandum for Mr. Dunn

Subject: Matters relating to the Near Eastern and African Area for inclusion in the Final Protocol

There is outlined below my understanding of the final decisions reached with regard to the five items on the agenda which relate to the Near Eastern and African Area:

5. Iran . The three delegations agreed that Allied troops should be withdrawn from the City of Tehran immediately and that consideration would be given later to withdrawal from additional areas of Iran. The British Delegation made known its view that agreement should be reached now on successive withdrawals in the future. The American Delegation announced the intention of the United States to withdraw its forces from Iran in the near future, regardless of the action taken by the other powers.3 [The Soviet Delegation gave assurances that no action would be taken against Iran.4]

[P. S.] As regards two of the foregoing items, I hope very much that some additional clarification or expansion of the agreements reached in principle can be included in the Protocol.

2. Iran . While the agreement was to withdraw troops merely from the “City of Tehran” I hope this can be extended to included [sic] [Page 1394] Tehran and its vicinity. A withdrawal merely from the city limits, with considerable bodies of troops remaining on the outskirts, would do little to help the internal situation in Iran. It would be helpful if a specific reference could be made to a distance of 25 or even 50 miles from the city.
