Dear Mr. Novikov : I refer to your note of July 23, 19451 with which you enclosed an aide-mémoire in regard to the British camp for Soviet citizens in the region of Cesenatico (Italy).
Since this is entirely a British matter I assume that you will approach the British separately and that your aide-mémoire was transmitted for information purposes only.
