Memorandum by the President 1

Told Churchill about it.2 Also asked Churchill not to let any proclamations be issued by control council while we are in session here[.]

  1. This brief memorandum is a manuscript notation by Truman on the Leahy memorandum quoted in footnote 2, infra. The conversation referred to presumably took place either immediately before or immediately after the Fourth Plenary Meeting, July 20.
  2. The reference is to the subject matter of the following undated manuscript memorandum by Leahy: “President inform Churchill. The French Government in an adjustment of the exchange value of the franc is paying $17 per month to American soldiers serving in France at the present time.”
