Excellency: I have just received telephonic instructions1 from the Secretary of State who is at Potsdam to convey to Your Excellency an invitation to the Government of France to become a member of the Allied Commission on Reparations. My Government trusts that the Government of France will be willing to accept this invitation and will appoint a representative as soon as possible.

- A copy of the invitation enclosed with this note which is in the Central Files of the Department of State (file No. 740.00119 EW/8–145), in which the names of the three Powers in the opening sentence are all abbreviated, bears the following manuscript notation: “Telephoned to Caffery. Will be delivered at 5 p.m. Aug. 1???”↩
