We sent you last night a copy of our telegram to Chiang Kai-shek.2 I am hoping that we will receive a concurrence from him, and that we may be in a position to issue the Proclamation at the earliest possible moment. I shall inform you, as soon as I hear from him, and we will issue the Proclamation jointly from here, if that is satisfactory to you.
