Please see Douglas’ telegram to McCloy of today’s date.2 He expresses personal regret to you and Clayton. I can not but share his views and consider the situation would have to be completely reviewed in the light of what appears to have been the decision to make no change until after the military phase has terminated. We feel that it is important that some decision regarding the future of the Commission after that date be made if possible during your present conversations. As you know UNRRA’s assumption of responsibility for supply to Italy, although still undetermined, is nevertheless hoped for at an early date. We recognize this may preclude any decision now.
