Excellency: I have the honor to acknowledge the receipt of your note of the 20th ultimo [etc.]

I have the honor to say in reply that the Department has forwarded a copy of your note and a copy of the petition to the American Minister at Habana, and has instructed him to bring the matter again to the attention of the Cuban Foreign Office and to point out that the positive and seemingly well-defined attitude assumed by Great Britain in this matter appears to require that the questions involved, should receive the most serious consideration by the Cuban Government.
