Your telegram of May 8. The Consul General at Smyrna telegraphed me May 11 that the Governor General of Smyrna had informed [Page 1316] him that the captain of the Texas was charged with having caused the sinking of the ship, resulting in the death of many persons, through disobeying regulations concerning navigation during war. The Consul General has requested delivery of the captain for his detention in accordance with your instructions to me. I have also made representations to the Foreign Office in the same sense1 and asked it to supply me with certain data necessary to elucidation monetary [sic] facts. I have reserved all questions of importance, claims and jurisdiction.
