I had an interview with the Minister for Foreign Affairs of Peru late yesterday. He communicated Peruvian President’s thanks for your cable of March 22, and asked if the United States would undertake protection of Peruvian citizens in Chile. I answered informally, referring to precedent of the United States in charge of Argentine and Bolivian archives. He expressed satisfaction. My opinion is that State Department should confirm or instruct further. Situation unchanged.
