Sir: The Department has received your No. 2081, of October 1, enclosing a translation of the minutes of a meeting between the Sub-secretary for Foreign Affairs and certain members of the Diplomatic Corps, to consider the creation of a commission for the settlement of the claims of foreigners against Mexico, growing out of the disorders in that country.

The enclosure to your despatch has been read with interest, and you are requested to keep the Department fully informed of any further developments.
