I have the honor to request your excellency’s good offices in obtaining permission for the departure from the territory of the [Page 798] United States of General Ojeda, two chiefs, seventeen officers and a paymaster, who have been detained in San Diego, California, after they had apparently been granted official permission to return to my country, the cause of the renewed detention being unknown.
