Sir: The Department has received your No. 1199 of March 25 last, in which you state that you continue to have much difficulty in protecting American citizens of Syrian origin, and report your action in a number of cases that have been brought to your attention.

The Department approves your efforts in this line and transmits for your information a copy of an aide memoire relating to the subject which has been handed to the Haitian Minister at this capital.
