You may approve on the understanding stated in your telegram of February 17, 10 p.m. namely, that the proposed arrangement is satisfactory to your colleagues, that the Chinese have expressed their willingness to accept, that the loan is absolutely essential to China, and that you have made all necessary reservations as to the rights of this Government and its nationals.
