Your March 28. If desirable you may intimate to the Minister for Foreign Affairs that, as I have told the Chargé d’Affaires here, whatever the United States has heard of the reported project (which did not emanate from Washington) was entirely hypothetical and preliminary and was of course fully considerate of the Argentine Government.
