Sir: I have the honor to refer to previous correspondence regarding the negotiation of a convention concerning the Colorado River, and especially to the Department’s instruction No. 974, of September 10th, and the Ambassador’s despatch No. 1690, of the 26th of the same month.

In this connection I beg to transmit herewith copies of the Ambassador’s note¹ to the Minister for .Foreign Affairs, dated September 21; translations of the Minister’s note¹ to me of November 16; and copies and translations of the counter draft¹ of the conversion enclosed with the latter note.
