Excellency: Confirming my conversation of a few days ago with Mr. Dearing of the Department under your most worthy charge, I have the honor to say that the Department of Foreign Relations of Mexico informs me that Señor Licenciaclo Don Manuel Calero, appointed Ambassador of Mexico to the United States of America, holds the instructions and powers necessary to take charge of the negotiations relative to the final settlement of the Chamizal case.
