Your 92, March 8, 1 p.m. None of your references to this general subject of claims growing out of disturbances in Mexico since Department’s February 21, 11 p.m.,¹ seems to show a perfectly satisfactory attitude on the part of Mr. de la Barra. The Department asks nothing less than an unequivocal commitment on the part of the administration at Mexico City to the effect that all American claims growing out of disturbances in Mexico shall be submitted to and be adjudicated by an international commission.
