I am a few days late in answering your message as I was away when it came.2 I fully subscribe to what Mr. Churchill telegraphed you and I want to assure you that at this time we are really doing everything that is possible. I hope you will understand that the shipping situation is still tight, though we have been greatly encouraged by the better progress of our anti-submarine campaign during the last two months which shows us a good net gain in available ships.
