For the President from Hull.

Your Oct 28th2 just received. I have been kept here longer than I had expected and will not be able to leave before the 31st. Under most favorable conditions I would not reach Washington prior to the 11th or 12th.

I shall be glad to meet you on this side of the Atlantic at any time or place that will suit your convenience.

I have increasing indications that the Marshal will not go beyond Teheran. I doubt seriously whether Molotov not being a military [Page 53] man would be sent as substitute. Without his knowledge of my purpose I sounded him out indirectly.

I will continue to press the Stalin matter and Harriman will after I leave.

Wire me at Teheran and Cairo as to where you desire me to meet you.
