8476. Announcement by Moscow radio of Tehran conference is carried in late editions of this morning’s London papers, but [Page 642] last not received in time for editorial comment. Speculative stories during past two days had been largely based on German press and radio campaign to prepare enemy populations for anticipated news of meeting. Senator Connally’s speech at Fort Worth was also widely reported.1
