“Herewith is a draft NSC paper on the Korean problem. I am afraid you will find that it is not by any means a perfect presentation of the problem but it is the best I have been able to think up over the weekend. Certain of the paragraphs on this paper have been lifted bodily from a paper prepared by the Defense Department on the same problem.
