The undersigned, envoy extraordinary and minister plenipotentiary of Her Majesty the Queen Regent of Spain, has the honor to acknowledge the receipt of the note of the honorable Thomas F. Bayard, Secretary of State, bearing date of the 16th instant, and to inform him that he readily agrees to the addition of the words “and also in all other countries belonging to the Crown of Spain,” which the Department of State proposes as an amplification of Article I of the modus vivendi.
With regard to the affixing of seals to the new instrument which is to be signed, the undersigned, without claiming that that formality invests it with any additional authority in the States of the Union, nevertheless [Page 1033] thinks that, as this practice is universal in the foreign offices of Europe, and as its apparent object is to confirm the authenticity of the signatures of plenipotentiaries, its application in the present case can give rise to no objection on the part of either of the contracting parties.
