Sir: The difficulties which prevented the meeting of the representatives of the several states at Rome at the time appointed by the last conference* have not yet been removed; and I was informed a few days [Page 637] ago, upon inquiry at the foreign office, that the meeting may not take place for some months to come. Whenever it takes place I shall, of course, attend it, and shall deposit the protocol in question and do whatever else is necessary to give full effect to the intentions of the President and Senate.
