Sir: I have the honor to inform you that I am instructed by the Marquis of Salisbury, Her Majesty’s principal secretary of state for foreign affairs, to notify the Government of the United States, in accordance with the general act of the conference at Berlin relative to [Page 545] the Congo, dated February 26, 1885, that Her Majesty’s Government have entered into arrangements with certain tribes on the Somali coast for extending to them the protection of Great Britain, and that the British protectorate established by the agreements in question extends from the point of lias Jiburtt on the southern coast of the bay of Tajurrah to Bunder Ziadeh, in the forty-ninth parallel of east longitude (Greenwich).
