Sir: It appears from Mr. Everett’s dispatch No. 95, of the 21st of March, 1879 (Foreign Relations for 1879, page 373), that by the law of Wurtemberg, where property is attached to enforce the payment of a line imposed upon a person found guilty of desertion for failing to per-, form military duty, the attachment expires by limitation.

In order that the Department may be enabled to answer inquiries upon the subject I will thank you to famish, if practicable, an abstract of the limitation laws of Germany relating to attachments, fines, arid other penalties for the non-performance of military duty or desertion.
