Sir: I have to acknowledge the receipt of your No. 300 of February 8, 1887, touching the necessity of opium legislation, and to say that the Department’s instruction Ho. 163 of the 4th ultimo will have apprised you of the provisions of the act of Congress approved February 23, 1887, to carry into operation the second article of the treaty of 1880 with China.
