Sir: I have received your No. 282, of January 7, 1887, inclosing the final agreement of the local authorities at Chungking on account of the claims of American missionaries for property losses there by a mob in July last.

I have observed with gratification your words of commendation in behalf of Mr. F. S. A. Bourne, Her Britannic Majesty’s consular representative at Chungking, for his services in the settlement of those claims, and have had pleasure in instructing Mr. Henry White, the chargé d’affaires ad interim of the United States at London, to whom I have sent a copy of your dispatch, to convey through the foreign office the thanks of the President for the valuable and disinterested services rendered by Mr. Bourne in the premises.
