1. You may inform President Kenyatta on my behalf that in light of the situation now existing in East Africa we have stationed an aircraft carrier task force in the Indian Ocean. If Kenyatta is not immediately available to you, you may pass this information to whomever you believe would be most appropriate in terms of conveying it soonest to Kenyatta, but you should make sure it is understood as a message from me to the President.

2. You are authorized to make whatever arrangements are necessary for logistic flights between Nairobi, Mombassa and the Ranger after you have passed the above message.
