The Minister in Egypt (Kirk) to the Secretary of State

2154. From Brigadier General Patrick J. Hurley. Your confidential message November 19, 1943,53 through American Legation received. In conference President54 has confirmed your message of November 555 as modified by your message of November 19 and has directed me to proceed to Iran for the accomplishment of the mission outlined by you with certain additional duties which he has delegated to me. Will report to you from Tehran. Many thanks for promotion. [Hurley.]

President Roosevelt was engaged at this time in the First Cairo Conference between himself, British Prime Minister Churchill, and Chiang Kai-shek, President of the National Government of the Republic of China, November 22–November 25, 1943. President Roosevelt and Prime Minister Churchill then went on to Tehran for the Tehran Conference with Marshal Stalin, November 28–December 1, 1943.
