Sir: The Department has received your No. 475, of the 16th instant, reporting concerning the investigation which has been made of the disturbances which occurred at Colon on April 2, 1915, during [Page 1200] which Corporal Maurice Langdon of the United States Army was killed, as it is alleged, by a Panaman policeman.
You will continue to insist upon the punishment of persons guilty of shooting American citizens during the affray mentioned and that persons suspected of guilty participation in this affair be not released unless, after thorough investigation of the charges, just grounds for their detention shall not appear.
