Special Agent Carothers to the Secretary of State.

General Gutiérrez has authorized me to say that immediately upon taking oath as Provisional President he will issue a proclamation conceding the request of the Department regarding the evacuation of Vera Cruz. General Villa has authorized me to say that he will support with his sword the proclamation of the President. They both expressed the hope that when these assurances shall have been fulfilled the Government of the United States will not further delay the evacuation. General Gutiérrez informed me that the spirit of the Convention was that, taking into consideration the extraordinary circumstances under which Vera Cruz was occupied, those who served the Americans should be pardoned.
