178. Confirming my 176, October 5, 11 a.m., the Foreign Office, without even mentioning my notes, sent me tonight two notes. The first one informs you that the convention at its meeting yesterday refused to accept Carranza’s resignation of his two offices as First Chief of the Army and as Head of the Executive Power. The second note says:

Please inform His Excellency the President of the United States, Woodrow Wilson, with reference to his message of September 15 and to that of Carranza of the 17th relative to the evacuation of Vera Cruz, that the First Chief has already given full instructions to General Aguilar, Governor and Military Commander of the State of Vera Cruz, to receive the port from the authorities designated by the American Government; that General Aguilar has appointed his representatives duly authorized to receive said city; that he has issued all necessary instructions to insure the keeping of order during the moment of delivery so as to afford ample guaranties to all the inhabitants of the port of Vera Cruz; that the only detail lacking is the fixing of an exact date for the evacuation so that the representatives of General Aguilar and the delegates of the American Government may come to an agreement as to the turning over of the city. I entreat you to consult with President Wilson as to what date has been fixed for said act, explaining to him that General Funston offered to a representative of General Aguilar to be ready to embark on the 6th or 10th instant.
