Your August 9, 6 p.m. Am gratified to learn prospect good for entry of Constitutionalists without bloodshed. Do everything in your power to assist peaceful transfer. While this Government’s influence will be exerted with the Constitutionalists to prevent harshness and cruelty it will be exerted on the side of the Federals to secure compliance with the plans imposed by the Constitutionalists. In this way we can render to both sides the best service that the conditions permit.
