Brazilian Minister cables requesting Department to transmit to Carranza’s Secretary of War the following:

[Quotes the message contained in the Minster’s No. 119, August 8.]

Please bring this to the immediate attention of General Carranza and urge upon him the importance of continuing negotiations in a conciliatory spirit until a basis is reached for the peaceful transfer of authority. We feel confident President Carbajal will agree to any reasonable conditions. Department will gladly transmit Carranza’s reply.
