94. President Carbajal just told me he is quite willing to treat with Constitutionalist delegates and he suggests that negotiations should take place in New York. For this purpose and for the sake [Page 568] of expediency he is inclined to ratify the powers of the present Mexican delegates or, if it is not desirable, to appoint new ones.
Situation here becoming dangerous on account of persistent daily attacks on places in the surroundings of the capital and also because there are reasons to fear that the army might revolt or disband at any moment incited by the publication of statements attributed to Carranza that he will resort to reprisals and bloodshed upon reaching Mexico and by fear that the arrangement for the transfer of power will not provide sufficient guaranties for them. I believe that a frank statement from Constitutionalist leader disavowing the above charges would greatly contribute towards a peaceful solution and allay public anxiety, thus gaining for him the confidence and good will of the people.
