170. Answering your No. 94, July 22, please say to Carbajal we think it would be unwise for him to suggest that negotiations take place in New York. It is important that an agreement should be reached as early as possible and in order to save time we advise him to comply with suggestion made by Carranza and send his delegates directly to Saltillo as soon as possible.
We are urging upon Carranza and Villa the importance of amnesty and shall continue to use our good offices to this end. Amnesty is a matter that can be arranged between the delegates of Carbajal and Carranza. It would not be wise to insist upon a promise of amnesty before the delegates are sent. It would hardly be fair to insist upon Carranza denying the statements which are attributed to him. It is safe to assume that he made no such statements. If credence were given to newspaper reports, an agreement would be postponed indefinitely. Please urge the importance of immediate action to the end that a peaceful transfer of authority may be made.
