The Secretary of State to Vice Consul Silliman.

Have asked Brazilian Minister to inform Acting President Carbajal of Carranza’s willingness to meet his representatives at Saltillo. We hope that this will result in a meeting of the representatives of Carbajal and Carranza. We have promised to use the influence of this Government to secure promise of amnesty and such other guaranties as would accompany transfer.

Please say to General Carranza that the President is much gratified at his willingness to suspend military operations and receive representatives of Carbajal. Impress upon General Carranza the important fact that the approval of the outside world, which becomes more and more necessary as he approaches authority, will be dependent upon the extent to which amnesty is granted. The President is anxious that the success of the Constitutionalists shall result in the permanent peace and prosperity of Mexico.
