The Secretary of State to the Brazilian Minister to Mexico.

167. We have just learned that Carranza is willing to appoint representatives to confer with representatives appointed by Acting President Carbajal at Saltillo. He suggests that they come north by way of San Luis Potosi. He will provide for their protection when he is informed of their names and of their departure from Mexico City. He takes it for granted that they will be duly accredited and fully authorized to agree upon the form of the unconditional delivery of the government at Mexico City to him as First Chief of the Constitutionalists. Carranza will agree to temporary suspension of military operations during conference. This Government will use its influence to secure promise of amnesty and such other guaranties as would properly accompany a transfer of authority.
