Vice Consul Silliman to the Secretary of State.

Governor Carranza received Consul General Hanna, Vice Consul General Robertson and myself this afternoon. The Department’s message of July 16, 7 p.m., was handed him in a formal note. He had previously been fully advised of the contents of the note through a copy furnished Senor Fabela, Acting Secretary for Foreign Relations.

Governor Carranza appreciates the good offices of the Department of State of the United States and expresses his willingness to meet duly accredited and fully authorized representatives of Acting President Carbajal to agree upon the form of the unconditional delivery of the Government at Mexico City to him as First Chief of the Constitutionalist Army and the unconditional surrender of the forces of the opposition.

Governor Carranza names Saltillo as the proper and appropriate place to meet the representatives of Acting President Carbajal.

He suggests that they arrange immediately to attend his representatives there. He also suggests that they come directly north via San Luis Potosí.

Upon notice of their names and of their departure upon their mission, he will arrange for their personal safety and for the temporary suspension of military operations.
