Plans for mediation are progressing satisfactorily. General Huerta has appointed representatives to attend the conference, which will begin May 18, at Niagara Falls, Canada. The President has appointed as representatives Associate Justice Lamar of the Supreme Court and Honorable Frederick Lehman, former Solicitor of the Department of Justice. Hostilities are suspended between General Huerta and the United States, but continue between General Huerta and the Constitutionalists, also between General Huerta and Zapata, who controls a section of Southern Mexico. The question of Carranza’s participation in the conference not yet determined.
