Gentlemen: I have the honor to acknowledge receipt of the note of your excellencies communicating a cablegram which you have received from General Huerta. In reply I beg to say that the troops and munitions mentioned were sent only to Vera Cruz, a place occupied by the United States when your offer of mediation was accepted. I am pleased to inform your excellencies that no aggressive measures of any kind have been taken by this Government since the acceptance of your generous good offices and that nothing has been done in conflict with the understanding with your excellencies as to suspension of hostilities.
