Sir: We have the honor to inform your excellency that we have just received two telegrams from the Minister for Foreign Affairs of General Huerta informing us that the landing of troops and munitions of war is being made by the United States in Vera Cruz, and indicating to us that these acts are contrary to the agreement adopted by both Governments at the suggestion of the undersigned for the suspension of hostilities and of military movements between both parties during the process of mediation.
We feel sure that the acts complained of by the Government of General Huerta will be made the subject of an immediate investigation on the part of your excellency and, if found to be as alleged, will merit the formal adoption of appropriate measures.
We await a reply of your excellency, at the earliest possible moment, such as will enable us to clarify the situation and to reply in a satisfactory manner to the telegraphic despatches referred to.
