The Mediators to the Secretary of State.
We have the honor to inform your excellency that upon consulting all the opinions concerned, the city of Niagara Falls, Canada, has been designated as the seat of the conferences at which the bases of settlement for the pacific and friendly solution of the conflict pending between the United States and Mexico will be discussed, and that said conferences will open on the 18th day of the present month at the hour and place that will be named in due time.
We take pleasure at the same time in informing your excellency that General Huerta’s Government has given us official notice of the appointment of Messrs. Emilio Rabasa, Augustin Rodríguez y Luis Elguero to represent it at the said conferences, and that Señor Rafael Elguero will act as their Secretary.
