Mr. Secretary: The last mail from Ecuador brought me instructions from my Government to confer with your excellency over a petition filed by Goo Kwai, a Chinaman naturalized in the United States, who wishes to repair to Ecuador on a visit to his family.
For that purpose and with your excellency’s kind note No. 11 of the 7th instant before me, I have the honor to assure you that I shall be glad to talk over the matter with you when I next call at the Department, of which I will let your excellency know the evening before.
