Sir: The Department has received your No. 80, of November 5, and your No. 82, of November 8, in regard to the desire of Mr. Goo Kwai, [Page 289] an American citizen of Chinese birth, to enter Ecuador to visit his relatives in that country.

The Department has addressed to the Minister of Ecuador at Washington a note, a copy of which is enclosed, in which it inquires whether he has received from his Government any instructions to take up this matter with the Secretary of State.

Pending the receipt of a reply to that note, the Department has no instructions to give the Legation in the matter, except to continue its good offices for the assistance of Mr. Kwai, if occasion shall seem to permit of their exercise.

As you will readily understand, the Department is compelled to take into consideration in dealing with this case the legislation of the United States excluding Chinese persons, in general, from this country.
