Mr. Secretary: I had on this day the honor to confer with the Honorable Robert Lansing, Counselor of the Department, over the case of the Chinaman, Goo Kwai, who entered Ecuador in violation of the provisions which exclude Chinese from its territory and after the Consul of Ecuador in Panama had denied the application for a passport made by the said Goo Kwai, who has had nothing more to say in his defence than that he claimed citizenship of the United States.

And we decided at that conference after examining the case that the laws of the Ecuadorian nation on the subject must be obeyed; but on the strength of considerations of another nature, the Chinaman, Goo Kwai, should be granted the favor of staying in Ecuador until the last day of this month on a visit to his friends.

I apprized my Government of this agreement to-day and hope that you will also advise the Minister of the United States to Ecuador as decided at the interview hereinabove referred to.
