Sir: I have the honor to inform you that the Department has been advised by the American Minister to Ecuador that the Minister for Foreign Affairs has stated to him the intention of the President of Ecuador to present for the consideration of the Secretary of State, through the Ecuadorian Legation, the question of permitting Goo Kwai, an American citizen of Chinese birth, to enter Ecuador for a visit to relatives.

I have the honor to request, therefore, that you inform the Department whether you have received any instructions from your Government to take up this matter with the Secretary of State.
