Please advise President Báez to proceed on the theory that Congress will assemble and permit the election of President Jiménez to be proclaimed and let him accept the oath of office in the presence of the National Assembly. It would be well for him in conversation to avoid expressing any doubt as to the willingness of the opposition to join in putting the election into effect. If when the time comes the opposition refuses to attend and this refusal continues for several days, that is, long enough to make it certain that the opposition is trying to obstruct the will of the people as expressed by the popular election in the electoral college and in the Assembly, this Government will advise further in regard to the steps necessary to be taken. You may assure President Báez of this Government’s intention of keeping its promise to furnish such assistance as may be necessary to maintain an orderly Government now that the will of the people has been freely and clearly expressed.
